What governance actually covers
A complete AI governance program touches:
- Data handling. Where training and inference data comes from, how it is classified, what flows where.
- Model selection and approval. Which models can be used for which workloads; what evaluation is required before approval.
- Evaluation and monitoring. Pre-deployment evaluation plus production drift detection.
- Approval gates. Which actions require human approval at which tier (see the CISO approval-gates framework).
- Audit. What is logged, how it is retained, who can access it.
- Incident response. What happens when the AI fails, produces unsafe output, or behaves unexpectedly.
- Third-party risk. Vendor posture, API contracts, data flows to external LLM providers.
The frameworks that matter in 2026
NIST AI Risk Management Framework
The U.S. voluntary standard. Defines four functions — Govern, Map, Measure, Manage — and a set of supporting profiles (generative AI profile, among others). NIST AI RMF is the pragmatic baseline for U.S. enterprises without EU exposure, and it maps well to existing security and risk-management programs.
EU AI Act
Regulation, not framework. Categorizes AI systems by risk tier (unacceptable, high, limited, minimal) with specific requirements per tier. High-risk AI systems (credit scoring, employment, critical infrastructure, law enforcement) carry substantial compliance obligations. If your enterprise serves EU customers, the EU AI Act is not optional — even if the AI development happens outside the EU.
ISO/IEC 42001
The international management-system standard for AI, published in late 2023. Provides a certifiable framework that pairs with existing ISO 27001 security programs. Relevant for enterprises preparing for formal AI assurance, large vendors, and organizations where ISO posture matters for sales or procurement.
The practical governance pattern
For clients standing up AI governance from scratch, we recommend:
- Adopt a primary framework. NIST AI RMF for most, EU AI Act where obligated, ISO/IEC 42001 where certification matters.
- Classify the AI portfolio. Inventory every AI system in production or development. Classify by risk tier.
- Define the approval gate policy. Which categories of action need which approval level (see the tiered framework in our insight).
- Build the audit pipeline. Every AI decision logged to append-only storage with retention matched to regulatory obligations.
- Run the governance cadence. Quarterly review of the AI portfolio; monthly review of production system metrics; ad-hoc incident review.
The biggest failure mode is treating governance as a documentation exercise. A written policy with no operational enforcement is worse than no policy — it produces the illusion of control while the actual controls decay.
